Contributions are assessed on income and assets, and there are hardship provisions for people who genuinely cannot pay. If money is the thing stopping you asking for help, say so, because it is a more common conversation than most families expect.

That rule belongs to residential aged care, not home care. It refers to the number of days of leave a resident can take from a facility each year while keeping their place. Home care has no equivalent, because the care comes to the person rather than the person moving into a facility. If you go away or into hospital, services simply pause and restart.
