Government funded home care comes through the Support at Home program. What you contribute depends on an assessment of your circumstances rather than a fixed price list, which is why no honest provider can quote you a single number up front.

Eligibility is national rather than state based. Generally it applies to people over 65, or over 50 for Aboriginal and Torres Strait Islander people, who are finding everyday tasks harder to manage on their own. The path is the same everywhere: register with My Aged Care, have an assessment, then choose a provider. We can walk you through the assessment step.
Broadly three. Help around the house and with daily tasks, personal care such as showering and dressing, and clinical care from a registered nurse. Most people start with one and add the others as needs change, which is why a care plan should be reviewed rather than set once and left.
Not directly through a home care package, which pays for services rather than family members. Depending on circumstances you may be eligible for Centrelink's Carer Payment or Carer Allowance, which are separate. What a package can do is fund respite, so the caring you are already doing becomes sustainable.
Nobody is turned away from government funded home care because of their financial situation. Contributions are assessed on income and assets, and there are hardship provisions for people who genuinely cannot pay. If money is the thing stopping you asking for help, say so, because it is a more common conversation than most families expect.
